Belgian license plates + fleeing to Belgium makes it hard to believe it was stolen, and even so, there's a good cooperation between the Dutch and Belgian police, which results in the Dutch being able to quickly know whether or not a car is stolen.
so how did he "pay for it" if he wasnt caught??...just cuz they have his lisence plate doesnt mean they have him..ever thing that the car was stolen?

Just so you're aware: the person who drove that fast *did* have to pay for it. Unlike in the USA, we don't need to stop them and knock some teeth out to let them pay for their actions. Seeing the speed they were driving, it was deemed too reckless to even attempt following them.
